Kinda stupid to use a large output buffer in a ogg player. The output is uncompressed data, requires lots of RAM to store just one or two seconds worth of data.
Use a very small output buffer and use the rest of the RAM as a input buffer for the compressed ogg stream. That way you should get about ten times longer buffer for the same amount of RAM.

  Just as a reference point, the PhatBox (hard drive car player), has
been able to play Ogg Vorbis files since about a day after Tremor was
released.  Current firmware updates include the Ogg player, but the
desktop software (which has supported Ogg for years), does not yet allow
users to copy Ogg files onto the drive, this must be done manually.

  The Ogg player works well on a desk in the lab, but in the car, the
slower drive access (vibrations, etc...) causes skipping in playback for
some users.  The ARM mp3 decoder is about twice as fast as Tremor, which
fills up the output buffer faster to avoid skipping.  The PhatBox has
plenty of RAM to spare.

  When the decoder is a little faster and the skipping problems go away,
the desktop software will support copying Ogg to the drive, and may
become the default codec for new users.
