is it a strongarm ?

what do you include in the "decoder" ? If it's only the decoding part, it 
should not take so much, at least with vorbis files generated by oggenc 
version 1.0 (I didn't try older vorbis files). Could you post your settings 
(compiler flags) and the kind of input file you used ?

as an example, on my iPaq (strongarm 206MHz), with my files (encoded with 
-q4, and I can tell the cpu load is quite stable, among the different files I 
have), I have a CPU load of about 18.1% (using my asm version of the 
mdct_backward function and an old snapshot from tremor).
