[tremor] Tremor on PhatBox/Kenwood Music Keg

I've got Tremor working on the PhatNoise PhatBox / Kenwood Music Keg
(ARM-Linux/Cirrus Logic 7312).  The alpha version is available at
http://phatbox.sixpak.org/phatbox/ogg.phtml.

It's the fastest decoder yet, the first one to run fast enough on the
7312.  It's taking up almost 100% of the CPU.  One file I have plays
fine, while another (I only have 2 test files) skips a bit and generally
sounds bad.  I bet if it could drop down to 80-90% CPU usage those
problems would go away.

I also noticed that ov_time_seek uses milliseconds instead of seconds as
noted in the on-line docs.

I'm going to try some more buffering schemes to avoid skipping, and I'm
always available to test speed-ups.
