[theora] NHW v0.3.0-rc60 new version

 Hello,

Very quickly, for those really interested in NHW, I have released the
v0.3.0-rc60 new version, always fine-tuning the nhw_kernel weights.

This incremental improvement and new version have more precision and so
seem to have a better visual quality.
