[theora] NHW v0.3.0-rc38 new version

 Hello,

Very quickly for those interested in NHW, I have released the v0.3.0-rc38
new version, continuing the work on the nhw_kernel weights and better
precision.

Yes again this is just an incremental slight visual improvement.
