[theora] NHW v0.3.0-rc36 new version

 Hello,

Very quickly, for those interested, I have released the NHW v0.3.0-rc36 new
version.

This is just a small fine-tuning of the nhw_kernel weights computation, but
this new version has then more precision and a better visual quality.
