[theora] NHW v0.3.0-rc39 new version

 Hello,

Very quickly for those interested in NHW, I have released the v0.3.0-rc39
new version, still fine-tuning the nhw_kernel weights for a better
precision.

Yes as usual this is just an incremental slight visual improvement.
