[theora] NHW Project -l5 high compression setting

Hello,

I've managed to make a -l5 high compression setting.It is now good and
competitive.I have increased quantization (from 0.87 to 0.84) and I have
increased wavelet coeff threshold of the dead-zone but according to the
wavelet bands (and not uniform threshold accross all bands...).

This setting can be improved, but it is acceptable for now.Do not hesitate
to give me any feedback!
