[theora] NHW Project - nice improvement of -l8 quality setting!

Hello,

Thanks to a new processing, I have improved the -l8 "very high compression"
setting again.Sorry for changing so often the -l8 quality setting, but I
must say that I am a newbie in very high compression!

The -l8 quality setting has now a really better precision, and so is now
very competitive with x265 (HEVC).Compressed .nhw files size is also
smaller.
