[theora] NHW Image codec - YCbCr color space

Hello,

Just a quick message to let you know that I have definitely and really
corrected the little bug on U and V components, in fact it was a little
error in the CLIP( ) function for U and V in the decoder... I have also
corrected a bug in the -h1 quality setting.
