[theora] Roadmap

Hi, since my C skills are just beginning I will have to apply myself  
differently in this community. Right now, I want to help with improving  
documentation. So, I created a Theora 1.2 roadmap which would later be  
published on the wiki (in one of the Theora articles). Please provide  
feedback and hopefully, someone will give me the OK to put it on the wiki.
