just my thoughts : As your aim is to send video and audio, i'm not sure the overall bitrate will be significantly lower with using speex instead of vorbis, and you will get a better compatibility with HTML5 browser with vorbis.

looks like speex is on the back-burner, for now.....

the part that is missing is the webcam/audio capture and transcode component

flash could do the webcam/audio capture
firefogg can be used to do the transcoding and uploading
but how would I get them to work together?
