[theora] Theora encoding in hardware - optimized codec

Our optimized Theora encoder for video-conferencing runs 960X720 @ 15fps using 60% of an Atom 1.6GHz cpu.

That should easily  translate to around 320X240 @ 15fps on the GadgetPC, or even better.
