[theora] Theora Video Decoder

We are from an animation development company. We are developing a video
player based on Theora video. We want to decode Theora video and play it to
the GDI+ window. We will be using Theora decoder to this. If the theora
community can help us in the usage of Theora decoder to do this, it will be
great.

NB: We are not going to use Theora direct filters.
