Putting out more content on the net in Theora than that other format.

Have you been doing that?

There's really no other solution.  People migrated to DVD when
everything was in DVD.  People migrated to MP3 when everything was in
MP3.  And the companies went after what people wanted.  So, yes, it's
very possible Microsoft is forced to support free formats if people
use them.

That won't happen of course if everyone interested in Theora don't put
effort into making as much content as possible available in the
format.
