Yes. It's pretty much like the format in Ogg audio files. For details
see section 6.3.3 of http://theora.org/doc/Theora.pdf.

I don't know if there are any gui editors. The oggz-comment command
line utility will tag files. Most encoders (ffmpeg2theora, firefogg)
will let you set the metadata when you encode though.
