CMML could probably embedded into Kate - I don't think we have tried that yet.
For Creative Commons you probably only need a small set of name-value
pairs which you can directly add to Vorbiscomment (if they aren't
there yet) - similar to how MP3 has ID3 tags.
Those other rights description languages are probably hierarchical XML
and that cannot easily be supported by a digial media file. You really
want to keep them as separate XML files and distribute alongside the
content.
