Sorry, the Ubuntu packaged version is called theora_encoder_example. 

We just called it 'encoder_example' because it's more of a programming 
example for people writing real applications or testing the library than 
a useful tool. That name obviously isn't specific enough to be installed 
as a system-wide tool.
