[theora] New Theora Player (Windows)

Hi

Just thought I'd send a short message to let you all know about a new Ogg 
Vorbis/Theora player for Windows now available.

It is mainly intended for watching/listening to internet based streams 
although will play from disk.  It fully supports chained streams and has 
visualizations (for audio only streams) as well as a few other features.

Can it get listed under Binaries on the Theora website?

Over the next few months I plan to create some simple streaming tools (a bit 
like the ones available for nsv streaming) for Windows users.  There doesn't 
seem to be many tools available for Windows & Theora at the moment.
