 U need to download 
http://downloads.xiph.org/releases/theora/libtheora-1.0alpha4.tar.gz
and  to 
"./configure && make" then look into the
libtheora-1.0alpha4/examples/ there 
you should find encoder_example.c and after
compilation encoder_example . 
then cp encoder_example /whatever/bin :). because it's
