AFAIK the project is still alive. However, most of the developers are 
kept hostage by "real life"-problems (exams, new job etc.) so 
development is slow at the time being.

Perhaps this will change as RealNetworks recently gave a few thousands 
bucks to xiph.org for continuing codec development and integration into 
their helix-project.
