Sure, if you are using a fixed quantizer of 1 for all frequencies the codec
can be said to produce the best quality it can overall.

How meaningfull is that though? Most people are interested at the best
overall quality at a given filesize, or the smallest file at a given
quality. Fixed quantizer does not give the best overall quality in the first
case, precisely because fixed quantizer does not give fixed quality (which
covers the second case).
