Yes, it's an error in the spec... apparently when I filled in that table 
from the constants in the reference decoder's huffman.h, I didn't notice 
they were used with a <= instead of the < one might expect (fortunately 
I was paying more attention when I wrote the experimental decoder, it 
appears). A correction has been checked in to svn. Good catch.
