[theora-dev] dead DCSearchPoints code

Mike --

It would be much cleaner if you could release the text under the BSD-style Xiph license that Theora is released with.  Having the spec include a GNU license could be confusing, potentially giving the impression that Theora itself is bound by GNU, which it's not.  GNU is considerably more restrictive than our license - dan
