To my understanding, Theora *is* the beefed up VP3 Codec, so Theora
(like Vorbis) is an encoded bitstream whose native transport format is
Ogg. An Ogg Theora file, i.e. physical bitstream, usually comes
multiplexed with a Vorbis stream for the audio part, but it doesn't have
to - Video only should be/is possible, too.
