This is really up to the player. A simple gui player would probably 
just resize the window and of course doesn't much care what the 
framerate is. For fullscreen playback or spooling to tape for broadcast 
you'd obviously want to scale/letterbox to fit and in the latter case 
do some kind of intelligent 'telecine' to adapt the framerate. VP3 does 
have an aspect ratio field (dan-is that pixel or frame aspect?) so just 
switching from pal to ntsc at equivalent resolutions shouldn't cause a 
size change.

It does sound like If you are putting together this sort of thing it 
would provide useful 'realworld' test streams for player implementors.
