[Theora-codecs] New VP3 codec release

You can get new VP3 from this link. Let's try it.

In this version, mainly, I improved it's encoder.

How to install
1.install other version of VP3.
2.just overwrite it by new one.

Change log
-Change the structure after FDCT.
-Ignore data rate setting in codec selection dialog. So you can only use
Constant Quantizer mode.
-Ignore key frame rate setting in codec selection dialog. As constant
key frame rate, Use "maximun # of Frames" setting.
-Addition new motion vector seaching mode.
-Delete PreProcessor.
In relation to it;
   -Disabled Drop-Fragment before FDCT.
   -Implement new KeyFrame detector. So I recommend 55-60 as key frame
threshold
