[theora-codecs] VP3 Codec binaries posted

Hi, guys. VP3 Codec binaries for Mac and Windows are posted now, and the cvs
tree is updated  Minor changes only for QT6 and OSX support, but these are
packaged into small installers that create the appropriate codec keys in the
registry. They should be linked shortly from theora.org page, but you can
get them at
