[Speex-dev] problem

hello
i have problem with speex can you help me? 
when i send a .wave file to speexenc and then send spx file to speexdec and decode it every thing is ok but when i send prerecorded rtp packets payload's to speexenc find an error! 
i dont have any idea about it! 
can you tell me reason of the problem?
