[Speex-dev] data rate / sample rate

I've done it, and it shouldn't be an issue. But I eventually concluded that
the Speex pre-processor (echo cancellation, noise reduction, etc.) simply
didn't produce sound anywhere near as good as the WebRTC stuff that Google
open-sourced last May.
