They are open source. If you don't want to use svn, you can get a 
release version here:

 http://downloads.xiph.org/releases/speex/speex-1.2beta1.tar.gz

You might also check out illi's object oriented wrapper, part of the 
DirectShow filters:

  http://svn.xiph.org/trunk/oggdsf/src/lib/codecs/speex/libs/libOOSpeex/

And libfishsound, which provides a more object-ish, codec-abstract api 
in C:

  http://annodex.net/software/libfishsound/index.html

In case they are a better fit.
