As Tom Grandgent said, Wave files may contain many kinds of formats,
so be sure that it's always PCM so it will work in the future.

Of course.  It's a freeware program for Windows, which uses a
graphical interface and can convert several kinds of different audio
formats, including Speex, but also Vorbis and FLAC.  It relies on
plugins, though, so you need to install plugins from the website to
use these functions.
