[speex-dev] Cross compiling

You need a config.site file to describe your cross-compilation
envirronement. No patchs are needed to cross compile speex.
I relate my own experience for cross-compiling linphone (that embeds
speex) on ipaq. See README.arm in linphone's tar.gz
(http://www.linphone.org).
