[speex-dev] Testing for beta 3

I just wanted to clear some possible confusion. The file I made
available for download is not beta 3 but only a pre-release. It may
contain bugs, so it's there only for testing purposes. The real beta 3
should be out soon (depending on the number of bugs found in this
pre-release).
