[Playlist] Change to APL 2

We need to fix the license on the site and spec.

I propose we switch both spec and site to APL 2. This allows us to use our
tradename to limit what people would call XSPF, and at the same time
permits a maximum of reuse.

To the extent that I am the owner of any copyrights, I am happy to
relicense, but I propose we only make changes on rewritten pages and any
new version of the spec.
