Run on Cygwin? (was [paranoia] i want to know if i can run cdda paranoia in windows)

The current cdparanoia will not build under windows due to an entirely
different means of writing SCSI/ATAPI packet commands (In fact Windows
and Linux have one thing in common here; several incompatable
interfaces for doing so, apparently originally designed by people who
were just learning kernel programming).  The CDDA interface lib
cdparanoia uses right now is utterly hardwired for linux.
