This code is in a 'kioslave', part of KDE. It's not part of cdparanoia.

FYI, kioslaves are tiny applications which perform I/O on behalf of
an application, providing non-blocking behaviour without threads and
also some fringe benefits, such as sharing of protocol support, access
from outside a 'real application' and management of the pool.
