[opus] Opus 1.5.2 low hum in input file results overblown output at decoding

I posted this issue on github Issues back in December, but not sure if that is actively monitored so I thought I should point it out here.
I have a sample file with a very low hum that I'm encoding/decoding from Opus. After a short time, the low hum gets amplified well past the point of clipping, sort of like an out of control automatic gain control. Any other audio in the input signal seems to cancel this effect, but when there is just the hum, it eventually takes off.
