Opus has fully-fledged autotools-based buildsystem. Which means that you
should be able to cross-compile it the same way you cross-compile anything
with autotools.

As for W32, i would suggest MSYS2[1]. You could also try Cygwin[2].

That said, i have never heard of mingw->osx cross-compiler or cygwin->osx
cross-compiler, but at least for cygwin there have been some interest in
this[3].
