[opus] opusdec forces decode at 48k ?

More specifically, the command-line given above does not appear to 
specify an output, and the default is to play the audio, so keeping the 
audio at 48 kHz is expected. If you specify an output file, you should 
see it decode to the original 44.1 kHz sample rate.
