I started working on an implementation a couple hours ago and should have a
simple (no property pages / simple configuration interface)
implementation working
in a day or two depending on how much time I am able to spend  on it.

I'd be fine handing the code over to xiph but IIRC the other xiph
DirectShow filters
are not based upon the MS base classes (strmbase) which this implementation is.
