[opus] Cleanup/build improvement for opus

OK, I merged patches 1, 4, 5, 6, 7 without any problem so far. Patch 2
doesn't apply (haven't checked why), so I didn't merge 3 either. As for
8, it caused "make dist" to produce a tarball named (literally)
package-VERSION.tar.gz . I didn't merge 9 because I need to check what
to add to EXTRA_DIST to make sure that all the other files (README,
AUTHORS, ...) are included.
