[CELT-dev] Can CELT / libopus on a ARM cortex M3 or M4 (fast enough ?)

I don't know of an existing project that's public, but an M3 should be 
powerful enough to run the CELT modes of libopus without much 
difficulty, as long as you have one running at a sufficiently high clock 
rate (I think the STM32F103, for example, goes up to at least 72 MHz, 
which should be plenty). You may have to do some work to get all of 
libopus to fit in the limited Flash+RAM available, though.
