Consider this as a *very* rough rule of thumb. The overhead in bit/s  
should be in the order of

80*(1000/frame_size - 50)

where frame_size is in ms.

You should normally find two such tools attached to your head.  
Otherwise, there's always PQevalAudio, but be aware that like all  
objective quality measurement, it sucks at matching the real quality  
(it's a very good tool for some specific things, but unless you're  
aware of its limitations, relying on it may be harmful).
