No, the bit-stream format is *not* stable. The draft is proposal, not a
frozen codec to be rubber-stamped. We *are* working towards freezing the
bit-stream, but we're not there yet. Don't worry, when it's frozen, we
will say it loud and clear and there'll be no doubt about it. For now,
just assume that every new release breaks the bit-stream.
