If it's for creating, then oggz-merge or Thoggen support more than one
audio track.
While ffmpeg2theora does not, it is easy to work around this by
encoding audio only
for each remaining audio track, then merge the result. For playing,
VLC works fine with
more than one audio track in Ogg too.

Not sure why the blurb says "two audio tracks" though, rather than
"more than one".
