I'd say both; libogg should ignore the incomplete packet or flag a
structural error, and the spec should be clarified.

I must say, I was looking forward to writing all these little tools
but haven't (and won't soon) have the time.  Conrad is beating me to
every one!  That would be fine, but it means *I* owe *HIM* beer.
