[ogg-dev] libogg HOWTO

I've created a HOWTO for libogg. It's available at
http://n.ethz.ch/student/mrossini/howto/howto-libogg.html
until I've found a better place for it. It's not yet complete but being
worked on. It's open documentation you know and i'd appreciate feedback
or even work on it.

Uh, there might be some errors, too, especially since I've been working
with Ogg only two or three days ago.
