[neurosetta] recommended oggenc options

What oggenc options are recommended for producing the highest quality
oggs capable of being played smootly by the neuros... and, is this likely
to change with future fw releases?

i noticed that The Doctor What's script uses -q 5, is that the official
suggestion, or is it better to specify some bitrate options?
