[libannodex-dev] Not ready: No importer

Hi,
Im a newbie, evertime I try to create an annodex file (.anx) using 
anxenc I get the following error message in MSDOS
 >anxenc testCmml.cmml
anxenc: Error importing testCmml.cmml: No importer
Not ready: No importer

Any ideas?

Also how do you conform your cmml file to the dtd, I have been running 
cmml-validate but it produces no visible results
